A Bill of Rights for Transfer Students?

Arizona State University admitted almost 2,000 more transfer students than first-time freshmen over the 2014-2015 academic year, making them a powerful example of the need to ensure that transfer students are accounted for in liberal education programs.

As FHSU considers our new liberal education program, how do we ensure not only that we are providing a quality education to our students but we respect the matriculation of transfer students into and out of FHSU?
